Laws are rules, not barriers. They don’t prevent the acts they make illegal. They establish the rules for living in a specific society and the consequences for breaking those rules. Think of it this way. When you exceed the speed limit, you don’t suddenly vaporize. You may suddenly have a roadside chat with “rule” enforcement about paying the consequences

Did the laws against the possession of marijuana stop people from possessing it? No. It didn’t. We can only establish rules (laws) with enforcers, courts and consequences to mitigate, to an acceptable degree, the breaking of those rules.
